Most fans agree that the Pokémon of higher Gens are getting weirder and weirder, while the original Pokémon were based mostly on real life animals. Not every animal or mythical creature has been turned into a Pokémon yet. Just like there has not been a Pokémon for every possible type combination yet.
E.g. there are no (quality) Grass Flying/Dragon, Electric Dark/Fighting, or Fighting Dragon Pokémon yet, even though there could be many awesome creations for them.

So, throughout the series Nami has been called a witch.
For example, she was known as the "witch of Cocoyashi village".
In fact, even Arlong called Nami a witch once.
Also, in Fishman Island, the fishmen were wondering if she was a witch after she used her powers on them - she replied that she's a magician instead!
(For some reason I can't find the manga page again, but it's in the video.)
(I couldn't find the manga panel of Arlong saying this online for some reason, but it's in the video.)
By constantly referencing Nami as a witch, Oda could've been foreshadowing his planned end point for the character of Nami - which is that she will be known as the "Weather Witch" of the Straw Hat crew.
Next evidence:
In the Zou Arc, Nami was given a new "Sorcery Clima Tact" by Usopp.
"Sorcery".
Plus, her previous Clima Tact's Japanese name literally translates to "Magical weather staff".
"Sorcery", "Magical" -> these are all linked to the theme of witchcraft!
Again, Oda may've been foreshadowing her 'power-up' to the Weather Witch through this.
What's more, after the timeskip, Nami went to Usopp asking him to implement some sort of "magic wand" into her Clima Tact.
However, as Usopp said, he failed to do this because he couldn't understand what it was.
It's very likely that this "magic wand" was something that Nami was given/stole from Weatheria - I believe that it's a weapon capable of very extreme weather manipulating, which is why Usopp couldn't understand it.
I mean, initially I speculated that Nami would become a "magical witch", but upon closer analysis of what she said ("magic wand") I realised that, by "magic", she was referring to very extreme forms of weather controlling.
To support this conclusion, look at what Nami replied when the Fishmen called her a witch/magician.
"It's all carefully calculated chemistry!".
From this, it's fair to speculate that when she said "magic wand", she was referring to a weapon capable of extreme-levels of weather manipulation, not magic itself - therefore, she will become a "Weather Witch", not a "Magical Witch".
Furthermore, in its normal state, Nami's new Sorcery Clima Tact resembles a wand.
(In the original manga panels, its colour resembled a wand more. But regardless...)
The way she handles this Clima Tact even reflects the way that wizards and witches use their wands, for example in the Harry Potter series - reinforcing my theory that it's a "Weather Wand".
-> In fact, in DC comics, there's a supervillain called the "Weather Wizard", whose weapon is called the "Weather Wand". (Part of Oda's inspiration?)
Lastly, she can now change the shape of her Sorcery Clima Tact as she wills it.
So I was wondering that it's possible that in the future, she could use her Clima Tact as a broomstick to levitate on.
She could use her wind-creating abilities to levitate, similar to the ability demonstrated by the "Gust Sword" (which is canon, as seen in FI).
Simultaneously, she could use her "knot-manipulating" abilities and other such 'weather witch' skills to create destructive weather incantations to battle her enemies.

Now, during the Punk Hazard Arc, Oda drew a colour spread for Halloween wherein all of the Straw Hats were dressed as their real-life inspiration, as well as after 'real-life' fictional characters who are linked to their personality, past or inspiration.
Spoiler: Examples of this
Zoro is dressed as Zorro, who his character was inspired from.
Also, Usopp is dressed as a wolf, which links to the fact that Aesop, the Greek storyteller who Usopp is based on, wrote the story of 'The Boy Who Cried Wolf'.
Robin is dressed as a She-Devil, which correlates with how she and the people of Ohara were called "Devils" by the World Government and subsequently the world.
There's more, but because of time constraints, I'll have to skip to Nami.
Now, Nami, she's dressed as a WITCH, with a broomstick on her back!
When I saw this, it solidified my theory that Nami has a witch theme.
Not just this, it helps to support my theory that she will be known as the "Weather Witch" of the Straw Hat Crew by the end of the series.
Spoiler: Nami & Big Mom parallels + "Ninjutsu" = 'magic'?
Now, I had another evidence where I talked about the couple of parallels between Nami and Big Mom (who also has a witch theme), for example, she can also control the weather using Prometheus and Zeus, but I don't think it's that significant so I'll skip to my next major evidence.
But before I do so I have to say that originally, last year, I thought that Nami would get this 'power-up'/'title' during the Big Mom Arc, but because it's ending soon, it's possible that she could gain this new 'title' in the coming arcs. (But you never know, it could happen at the end of this Arc too when the Alliance faces Big Mom.)
The reason I say this is because when Nami was using her new Clima Tact's abilities in Zou, Raizou called it "Ninjutsu", which may've possibly hinted that some ninjas in Wano have the same 'weather-manipulating' abilities, but under a different name ("ninjutsu"?).
Just a thought though.
Moving on to the final evidence, let's look at where Nami was training for two years.
For two years, Nami was training in Weatheria, where the civilians were basically "Weather Wizards".
There, she was taught the advanced art of Weather-Controlling.
Interestingly, one of the things she was taught was the "Knot-Manipulating" ability, which, in real-life folklore, was a practise (Knot Magic) that Witches did to, among other things, harness the power of the wind.
Again, by sending Nami to Weatheria (where the civilians were 'Weather Wizards' and could use magic-like weather manipulating abilities), Oda could've been foreshadowing his planned end point for Nami - which is that she will eventually become the "Weather Witch" of the crew.
Spoiler: Real-life 'Weather Witches' (Lore) + parallels to One Piece
To support the connections between Nami and Weather Witches, let's look at the real-life folklore of Weather Witches.
In medieval lore, they were called the "Tempestarii".
They could alter and manipulate the weather.
What's really interesting (and links with One Piece) is that, it was said that the Tempestarii were in league with a mythical race of cloud dwellers who came from "Magonia".
"Magonia" means "Land of Magic".
(Obviously, "magic" refers to weather manipulation in this context.)
Now, the Magonians, they often asked the Tempestarii to create storms for them.
If we parallel this to One Piece, could Nami parallel with the 'Tempestarii' and could Weatheria parallel with 'Magonia'?
Now, lastly, you may be asking what the relevancy of Nami gaining this new power-up/title is in the story.
Well, there's three I can think of:
Do you remember Catarina Devon?
She escaped from Level 6 of Impel Down and joined the Blackbeard Pirates as the only female crew member.
Now, upon being told about the real life 'Devon Witches' by a friend, I went and researched the name and I found out that in Devon (in England), a few women were executed for the accusation of being witches and became subsequently known as the "Devon Witches".
So, from this, it's clear that, like Nami, Catarina Devon has a witch theme too.
This links in well with my theory because it's possible that when the Straw Hats finally face off against the Blackbeard Pirates, Nami will be paired up to fight against Catarina Devon.
The battle of the witches
Next, what if the constant references to Nami being a witch could've also been hints that, either Nami's biological parents were witches/wizards, or that they were murdered by Catarina Devon and her likes (this idea was brought up to me by a friend of mine on YouTube) since it was stated that she was once the worst female criminal in the Golden Age of Piracy?
(This part is only a side-theory which I don't fully subscribe to yet.)
Lastly, given that the Straw Hats are going up against the likes of Big Mom and Kaido, it would be very beneficial to the crew if another Straw Hat got stronger to be able to bear with the new, greater 'power levels' of these Yonkos' crew members.
Plus, the other Straw Hats have been assigned with their own islands/arcs where they will develop (e.g. Sanji for WCI, Zoro for Wano, Usopp for Elbaf, Franky for the Vegapunk arc etc...), so it would make sense that Nami would gain a power-up either in this Arc due to her connections with Big Mom, or, if not, in a later suitable Arc.
