Okay okay, before you all jump on me, just listen to me for a bit.
I came up with this Idea while re-watching the Marineford Arc. It occurred to me that when Luffy used his conquerors haki to stop Ace's execution:

Everyone was surprised and shocked, especially Ivankov, she's the one who set this idea off along with Vice Admiral Doberman:

So I was thinking about what Doberman said, "It's the revolutionaries son, what's obvious is his nature" and Ivankov's "Where did you get that kind of power." Okay we all know it's rare to have conqueros haki and all, but I think they were more surprised that Luffy of all people used it the way he did.
Theory: I think that Dragon is the most powerful Conqurors haki user not having any fruits, but what he used doing the terminal was in fact conqoruros haki to clear out the pathway for the people he recruited: This is the scene am talking about

Shanks on the other hand like you all said may have the other 2 strongest haki in OP, but I think Dragon may be the most powerful Con haki user, Ivankov even said "Dragon's bloodline will be known" something along those lines, but the point is, What if we got this all wrong, and in fact Dragon can even control the weather with his Con haki, and his of all other Con haki users is different, and that's why Doberman said if we let Luffy escape he will become a terrifying enemy.
