Currently OP is in between advance technology and old age, they even have the pacifistas which in real life we don't even have, the laser attacks etc. The buildings are kinda very oldish, but some are advance, we saw cars in "Film Gold" but apart from that no cars, so you see where am going right?
Naruto finished with advance technology where they have trains etc., my question for you is how do you think OP's infrastructure will be at the end of the show?
