When you have defeated the Elite 4 you're able to access Kiloude City where the friend safari is.
In the friend safari you can access safaris for any friends that are registered in the 3DS, even if they do not own Pokémon X and Y.
Each safari has 3 designated Pokémon, and all belong to one designated type which is determined by the friend code and will not change.
